The sleepy town of Welville doesn't have much going for it. A local elevator-assembly plant, a small defense contractor plant, and a few offices. Recently, the old Mayor, who had lived in seclusion for decades, finally died and was given a fond memorial service. However, afterward, productivity in both major employers dropped off rapidly, and accidents started to become more common.
