Overview
A universe in which Earth, while not the center, still plays a key role. Time here is more flexible and yet more fixed than in most worlds - time travel is possible, but the universe tends to prevent you from changing your own past, and things known to time travelers are often set in stone. The future does ripple through the past, but it's never *your* past. Faster than light is achievable and many worlds and civilizations have achieved it, rising and falling as time passes. Earth goes from backwater to heart of a Galactic civilization...to backwater again as her people leave.
The Time Lords, an ancient and powerful civilization, watch, and seldom meddle (with a few rogue exceptions). This is a world where the most dangerous threats are technology run rampant - warlike Daleks and Cybermen trying to upgrade the world. Where monsters abound, where things that look like monsters but are not are common, and where sometimes the worst monster is yourself. It's a place where heroism is in how you live, and sometimes the best way to fight is to run away...
Note: This is Doctor Who *before* the Time War. Gallifrey is still intact, the Time Lords are still doing their thing, and the Daleks have yet to evolve into quite so serious a threat.
