Overview

Earth-1610, part of a collective of worlds called the Marvel Multiverse, is an expansive universe in its own right. As may be obvious by the world's name, there is a focus on Earth - an exact mirror of that world which is so often found throughout the many worlds - and on it New York City and the environs around it (Long Island, parts of New Jersey and Westchester County, New York).
A cursory review of the history of Earth-1610 would create the impression that it was identical to "baseline" Earth history up to the point when a scrawny kid from Brooklyn named Steve Rogers became Captain America early during World War II. That impression is wrong but that was the moment that the proverbial genie was let out of the proverbial bottle. Between World War II and the turn of the millennium mutants began to crop up but it was only after the beginning of the 21st century that things really began happening.
First, New York saw the rise of Spiderman, his opponents the Green Goblin and Doctor Octopus, and the unveiling of the Fantastic Four. Then came the recovery of Captain America and the founding of the Ultimates and their subsequent battle the Chitauri over Arizona after which the global genetic arms race kicked off in earnest.
This is a world of super beings - both heroic and monstrous. They are most likely the product of scientific experimentation or advanced engineering - sometimes both.
Tech & Magic

Earth-1610 is part of a greater universe that has both high technology and advanced magic. While Earth itself appears to be 20th century normal at first glance even there it is possible to find users of magic and makers of high technology in pockets. Beyond Earth there are many other examples of both in this dimension.

Unstable Molecule Materials

Although never publicly acknowledged as such, the material called "unstable molecules" in most iterations of the Marvel Universe exists on Earth-1610. In this world, one instance of their discovery occurred at the Baxter Building - possibly by Reed Richards, possibly by other students before the accident that gave him and the rest of the Fantastic Four powers. This adaptive material has been used in many ways but the most common is for costuming super beings. Its availability is limited to people with ties to the US government, S.H.I.E.L.D., foreign governments (allies or those who could get it via espionage) or off-world sources.
Costumes made of this material have three unique functions: a passive immunity to its wearer's powers (this is why Johnny Storm's costume doesn't burn and Sue's turns invisible with her), a passive self-repair which returns it to its default state over a period of many hours (this is why super beings don't have to budget weekly - or daily! - costume replacements), and, if designed to do so, can be reconfigured to almost any appearance on the fly (OOC Note: this last capability requires a perk stating the character has this ability to use it during scenes).
